Contextualization of Open Educational Resources in Asia and Europe
2014
Open Educational Resources (OER) are a promising concept for international collaborations: sharing, utilizing, and collaborating around OER across borders might help educational institutions and their staff to internationalize their activities. However, several barriers exist keeping stakeholders away from engaging in international collaborations. In this paper, we discuss the main challenges of OER uptake in international settings. Three case studies show potential solutions for OER uptake and collaboration in the European-Asian context. The case studies identify good practices, success factors and challenges. This paper provides a starting point for systematic analytical as well as design…
Overcoming Cultural Distance in Social OER Environments
2014
Open educational resources (OERs) provide opportunities as enablers of societal development, but they also create new challenges. From the perspective of content providers and educational institutions, particularly, cultural and context-related challenges emerge. Even though barriers regarding large-scale adoption of OERs are widely discussed, empirical evidence for determining challenges in relation to particular contexts is still rare. Such context-specific barriers generally can jeopardize the acceptance of OERs and, in particular, social OER environments. We conducted a large-scale (N = 855) cross-European investigation in the school context to determine how teachers and learners percei…
Open educational resources repositories literature review – Towards a comprehensive quality approaches framework
2015
Display Omitted A comprehensive literature review on learning object repositories (LOR) quality approaches. Most cited quality approaches are "peer reviews" and "recommendation systems".User-generated, collaborative, quality instruments are favored for their sustainability.Main result is a Quality approach framework for LOR design. Today, Open Educational Resources (OER) are commonly stored, used, adapted, remixed and shared within Learning object repositories (LORs) which have recently started expanding their design to support collaborative teaching and learning. As numbers of OER available freely keep on growing, many LORs struggle to find sustainable business models and get the users' att…
Why Open Educational Resources Repositories fail - Review of Quality Assurance Approaches
2014
Regardless of the amount of open educational resources (OER) available, many learning object repositories LORs fail to attract active users and sustainable funding solutions. Previous studies indicate that quality of OER plays a significant role in the success of the repositories; however, there is a lack of systematic deeper understanding of this connection. In this qualitative study we interviewed 35 managers/developers of 27 national, thematic and federated LORs in regards of the LORs’ quality approaches and success. The key findings of this study show that comprehensive quality approach leads to success of the repository in most cases, the key instruments for quality assurance being exp…
Trusted educational networks for the internationalization of open educational resources
2013
Global educational programs have become increasingly important in Higher Education and the training sector. One promising means of global collaboration is the use of Open Educational Resources (OERs). However, this opportunity has been slow to catch on, even though millions of learning objects are freely available around the world. This paper discusses key barriers to the use of OERs, and gives recommendations for better use of materials in international collaborations. A special focus is on the development of Trusted Educational Networks, and their use within recommendation mechanisms to enhance sharing in communities of trusted colleagues. peerReviewed
Barriers to open e-learning in public administrations
2017
The use of Open Educational Resources (OERs) is promising as a complementary resource to traditional e-learning courses. Digital learning resources can be accessed on demand and can be developed by a wide range of employees. Thus, OERs may be suitable as a response to the changing demands of workplace learning. Despite its potential, the uptake of OER is slow. Previous research has found numerous barriers to the use and sharing of OERs, ranging from cultural to technical and organizational challenges. Research has reported barrier concepts, which elaborate on the kinds and meanings of challenges in the educational and private sector domain. Yet, it remains unclear as to why and how barriers…

Why open educational resources repositories fail : the contribution of quality approaches to the success of repositories
2016
Over the last two decades, millions of Open Educational Resources (OER) have become freely available for teachers and learners online. These resources are usually accessible through Learning Object Repositories (LORs), which are databases with a user interface. LORs are rarely used to their full potential and often considered as ‘failures’. Previous studies have shown that quality has a critical role in the success of information systems such as LORs. However there are no common guidelines for quality assurance approaches for LORs, nor are there studies into the contribution made by different LOR quality assurance approaches to the success of a repository. Measuring quality and success have…
DESIGN PRINCIPLES OF COLLABORATIVE LEARNING SPACE CONNECTING TEACHERS AND REFUGEE CHILDREN - A DESIGN SCIENCE RESEARCH STUDY
2020
Learning the German language is one of the most critical challenges for refugee children in Germany. It is a prerequisite to allow communication and integration into the educational system. To solve the underlying problem, we conceptualized a set of principles for the design of language learning systems to support collaboration between teachers and refugee children, using a Design Science Research approach. The proposed design principles offer functional and non-functional requirements of systems, including the integration of open educational resources, different media types to develop visual and audio narratives that can be linked to the cultural and social background. This study also illu…
Positive Computing as Paradigm to Overcome Barriers to Global Co-authoring of Open Educational Resources
2018
The adoption of Open Educational Resources (OER) can support collaboration and knowledge sharing. One of the main areas of the usage OER is the internationalization, i.e., the use in a global context. However, the globally distributed co-creation of digital materials is still low. Therefore, we identify essential barriers, in particular for co-authoring of OER in global environments. We use a design science research method to introduce a barrier framework for co-authoring OER in global settings and propose a wellbeing-based system design constructed from the barrier framework for OER co-authoring tool. We describe how positive computing concepts can be used to overcome barriers, emphasizing…
